This edition of the Handbook, which is based on Handbook for Legislators on HIV/AIDS, Law and Human Rights (1999) published by Joint United Nations Programme on HIV/AIDS (UNAIDS) and Inter-Parliamentary Union, has become the first publication of its kind that focuses specifically on the legislative framework for addressing HIV/AIDS in the Russian Federation. The Handbook primarily targets members of the Federation Council and deputies of the State Duma of the Russian Federation as well as a broad spectrum of Russian policymakers on the federal and regional levels.
Russian legislators play a crucial role in shaping an effective and balanced public health policy safeguarding the needs and rights of Russian citizens, including PLWHA, thus protecting the society as a whole. Given the importance of the human rights-based approach to addressing HIV/AIDS, the purpose of this Handbook is to provide legislators and policymakers with HIV/AIDS policy information and analysis, in order to strengthen the legislative response to HIV/AIDS in Russia and facilitate the development and implementation of legislation securing the observance and respect for human rights.
The Handbook presents detailed information on the Russian HIV/AIDS epidemic, outlines concrete recommendations on measures that legislators can take to protect human rights and promote public health in responding to the epidemic and provides examples of the best legislative and regulatory practices gathered from around the world.
